What is holding it back is that the claim is doing less work than it could. **What is working** Your opening move is a good one. "The scheme was announced as a solution to overcrowding, and overcrowding got worse" sets up a gap between promise and outcome, which is exactly the shape a critical essay wants. You also resist the temptation to editorialise in the first paragraph — you let the mismatch sit there. Hold onto that restraint. The paragraph on implementation costs is your strongest. It moves from evidence to inference rather than asserting the inference first. **Three things to work on, in order of what will move the piece most** 1. Your thesis is currently a topic, not a claim. "This essay will examine the effects of the scheme" tells me what you will look at, not what you concluded. A skeptical reader can't disagree with it, which means it isn't yet an argument. Rewrite it so someone could reasonably object. 2. The third paragraph opens with "It is also important to note that" and then makes a point that does not connect to the one before it. That phrase is usually a sign the paragraph hasn't found its place in the sequence yet. Work out what job it does for your argument, then say that. 3. You are at roughly 1,450 words against a 1,200-word target, and the excess is concentrated in the background section. Ask of each background sentence whether the argument fails without it. Have a go at revising with those three in mind — particularly the thesis, since fixing it will probably reshape the paragraphs around it.
